The hearbeat molester, Martin Tan Chye Guan is to be castrated. Yay!! Alas, that's not the punishment in this real life. He was merely sentenced to 10 years' jail and 21 strokes of the cane! Why so generous?!?! Sigh.

He's only 48. After 10 years (and that is enough time for his backside to heal from the 21 strokes of the cane!), he will be 58 & very likely to repeat his offence.

Please, prosecution team. Appeal. This hearbeat molester aka monster to be castrated, pretty please...

A MAN dubbed the heartbeat molester was sentenced to 10 years' jail and 21 strokes of the cane on Friday for molesting young girls over a span of 11 years.

Described as one of the worst serial offenders, Martin Tan Chye Guan, 48, pleaded guilty to eight of 28 charges of outrage of modesty.

He has been diagnosed a paedophile by the Institute of Mental Health.

In all, 28 victims aged seven to 12 were molested by him in various parts of Singapore between Feb 1, 1999 and Oct 8 last year. Tan, then a courier and part-time property agent, was arrested in November last year following a tip-off from a member of the public after viewing a CCTV image released through the media for information.

The court heard that he would pretend to look for directions or lie that he was looking for a friend's unit, and lure the victims to the staircase landing to molest them. Deputy Public Prosecutor Agnes Chan told the court that he would violate the private parts of the victims under the pretext of asking them to feel his heartbeat or under the guise of fortune-telling by reading their palms.

She had urged District Judge Roy Neighbour to impose a substantial sentence with caning in view of the aggravating factors. She said Tan was clearly a risk and danger to society and needed to be put off circulation for a long time to safeguard the safety and interests of the public.

A 48-year-old man, believed to be Singapore's worst serial molester, was sentenced on Friday to ten years' jail and 21 strokes of the cane.

Martin Tan Chye Guan, dubbed the "heartbeat molester" had outraged the modesty of 28 girls aged between seven and 12, over a period of 11 years.

Tan, who was a parcel courier with Singapore Post and a part-time property agent, committed the offences between February 1 1999 and October 8 last year.

Tan, who pleaded guilty to eight of the 28 charges against him, targeted young girls at different locations all over the island, including Hougang, Tampines and Woodlands.

He usually used the same method to gain his victims' trust.

He would approach the girls who were walking home alone from school and asked them for directions. Tan later lured them to staircase landings and once away from public view, he would ask them to feel his heartbeat.

In some instances, he would also pretend to tell the girls' fortunes by reading their palms before molesting them.

Deputy Public Prosecutor Agnes Chan pointed out that that Tan was diagnosed with paedophilia by the Institute of Mental Health.

In an IMH report, he was also found to "pose a risk to non-acquainted female children especially those in primary school" and would "most likely adopt a predatory approach in identifying suitable victims who are alone".

Tan had also "displayed a blatant disregard for the law" and had "the shocking audacity to commit the offences in board daylight", said DPP Chan. She added that Tan is a "risk and danger to society" and "needs to be incarcerated for a substantial period of time" to safeguard public safety.

Citing the victim impact statements, DPP Chan also stressed that the young victims suffered psychological trauma, and some of them later became wary of all men. One of the girls even avoided her own father and did not have any male friends until she entered polytechnic.

Tan's defence counsel however said that his client was "under great stress" when he committed the offences.

Tan was married with two children of his own when he molested the girls. But his wife filed for divorce last year.

Shocked over what their father had done, the lawyer said Tan is now estranged from his 19-year-old son and 16-year-old daughter.

The man dubbed the "heartbeat molester" was charged in court on Thursday with molesting 27 more children.

This is in addition to the charge last week where he allegedly stroked an 11-year-old girl on her right arm and slid his fingers beneath her shirt sleeve at a staircase landing in Hougang.

Martin Tan Chye Guan, 47, was accused of molesting the 27 girls between February 1, 1999 and October 8 this year.

His modus operandi was to get victims to feel his heartbeat before molesting them.

The youngest victim was eight years old, while the oldest was 12.

Tan allegedly molested them in staircase landings across housing estates in Singapore.

In some instances, he purportedly grabbed the girls' hands and placed them on his private parts.

Three of his family members were present in court on Thursday.

A bail of S$50,000 was offered and Tan's passport was also ordered to be impounded.

If convicted, he can be jailed up to five years and fined, as well as caned.
